ElevenLabs Agents Pricing Explained (2026): Plans, Minutes and What a Call Really Costs
ElevenLabs Agents (ElevenLabs now calls it ElevenAgents) bills by the call minute: $0.08 a minute on every plan, and each plan's monthly fee buys its included minutes up front. The language model is billed on top, and your phone carrier bills you directly. Every figure below is from elevenlabs.io/pricing/agents and ElevenLabs' docs, read October 21, 2026.
On ElevenLabs Agents every minute works out to about 8¢, whichever plan you're on. Pick the plan for how many calls you need at once, then choose the LLM with care: that's the line that moves.
ElevenLabs Agents is $0.08 a minute on every plan, plus the LLM. Here's what's in an ElevenLabs minute, what 500 to 15,000 minutes a month cost on Creator, Pro, Scale and Business, why the plan you pick is really about concurrency, and the burst, LLM and telephony details that change the bill.
What you pay for on every ElevenLabs Agents minute
ElevenLabs call minute
$0.08/min
ElevenLabs' charge for each call minute, included or additional, on every plan. It covers ElevenLabs' speech-to-text, text-to-speech and agent hosting. Phone calls are billed at the same rate as web or app conversations. Each plan's included minutes are about its fee at this rate (Creator's $22 buys 275 minutes, Pro's $99 buys 1,238).
LLM
about $0.0008–$0.0446/min
Billed on top and taken from your ElevenLabs credits. ElevenLabs' own calculator estimates about $0.0008 a minute for Gemini 2.5 Flash Lite, $0.0012 for GPT-4o Mini, $0.0029 for Gemini 2.5 Flash, $0.0095 for Claude Haiku 4.5, $0.0208 for GPT-4o, $0.0284 for Claude Sonnet 4.5 and $0.0446 for GPT-5.5. Its docs say LLM costs are passed through at the provider's published rate with no markup.

Your carrier's rate
ElevenLabs adds no telephony fee. You connect your own provider, such as Twilio or a SIP trunk, and it bills you directly for the carrier side of the call.

ElevenLabs platform minutes only: the plan fee, plus $0.08 for each minute past the plan's included minutes. The LLM (about $0.40 to $22.30 per 500 minutes on the models above) and your carrier come on top. Once you’re past a plan’s included minutes it costs about the same as the smaller plans, so a bigger plan only buys you more calls at once (and seats). Want your own volume and carrier? What to check before you choose
- Pick the plan for concurrency, not minutes. Each plan's fee buys about its own included minutes at 8¢, and extra minutes are 8¢ too, so a bigger plan only costs more if you leave its minutes unused. Past 1,238 minutes a month Creator and Pro cost about the same; past 3,738, so does Scale. What changes is how many calls can run at once: 10 on Creator, 20 on Pro, 30 on Scale, 40 on Business.
- The LLM is the line that moves. On ElevenLabs' own estimates, 1,000 minutes cost about $0.80 of LLM on Gemini 2.5 Flash Lite, $2.90 on Gemini 2.5 Flash, $20.80 on GPT-4o and $44.60 on GPT-5.5. Try the cheapest model that handles your calls well before you upgrade.
- Burst is a safety net, not a plan. It stops calls being rejected at peaks, but those minutes cost $0.16 and ElevenLabs says they may see higher latency. If you burst every day, compare that with the next plan's concurrency.
- Budget your phone carrier separately. ElevenLabs adds no telephony fee, so Twilio, Telnyx or your SIP provider bills you for the line and its minutes at your own rates.
- Healthcare? ElevenLabs lists BAAs for HIPAA customers on Enterprise. Retell AI shows a self-signed BAA on pay as you go, Vapi lists HIPAA as a $2,000 a month add-on, and Bland AI lists its BAA on Enterprise.
- Compare whole minutes, not headline rates. ElevenLabs Agents comes to about 8.1 to 12.5¢ a minute with the LLM, before your carrier. Vapi's calculator puts its default stack at about 8.2 to 12.9¢ before carrier fees, Retell AI comes to about 13.4 to 33¢ with its recommended LLMs, Bland AI is $0.12 to $0.14 with the LLM included, and Ultravox is a flat $0.05 including its model. Our phone-call benchmark below adds how quickly each one replied.
Questions people ask
How much does ElevenLabs Agents cost per minute?
$0.08 a minute for ElevenLabs' part of the call, on every plan, whether the minutes are included or extra. Plans run from free (15 minutes a month) to $990 a month (12,375 minutes). The LLM is billed on top, about $0.0008 to $0.045 a minute on ElevenLabs' own estimates, and your phone carrier bills you directly. ElevenLabs adds no telephony fee.
Is there a free ElevenLabs Agents plan?
Yes. The Free plan includes 15 call minutes a month and 4 concurrent calls. Starter, at $6 a month, includes 75 minutes and 6 concurrent calls and adds text messages and a commercial license.
Which ElevenLabs plan should I pick?
Pick by how many calls you need at once. Every plan's included minutes are about its fee at $0.08 a minute, and extra minutes are $0.08 too, so a bigger plan doesn't make minutes cheaper. Creator allows 10 concurrent calls, Pro 20, Scale 30 and Business 40; Enterprise goes higher.
Does ElevenLabs charge extra for telephony?
No. ElevenLabs bills phone calls at the same call-minute rate as any other channel and adds no telephony fee. You connect your own provider, such as Twilio or a SIP trunk, and that provider bills you for the carrier side of the call.
How is the LLM billed on ElevenLabs Agents?
Separately, from your ElevenLabs credits, based on the model you choose. ElevenLabs' docs say it passes LLM costs through at the provider's published rate with no markup (some Gemini and Claude models follow Vertex AI regional pricing, 10% above global rates). Its calculator estimates about $0.0008 a minute for Gemini 2.5 Flash Lite up to $0.0446 for GPT-5.5.
What is ElevenLabs burst pricing?
With bursting on, an agent can handle up to 3 times your plan's concurrent-call limit (capped at 300 outside Enterprise). Calls above the limit cost $0.16 a minute, double the standard rate, and get lower priority for speech processing. Calls beyond the burst limit are rejected unless call queueing is on.
Does ElevenLabs Agents support HIPAA?
ElevenLabs lists BAAs for HIPAA customers on its Enterprise plan, along with custom DPA and SLA terms and custom SSO.
